feat(bundling): add nxCopyAssetsPlugin for Vite to use in JS libs (#27593)
This PR adds a `nxCopyAssetsPlugin` for Vite to brings it to parity with
the other compilers/bundlers (tsc, swc, esbuild, rollup, and webpack).

When generate a lib with Vite (e.g.`nx g @nx/js:lib --bundler=vite` or
`nx g @nx/react:lib --bundler=vite`), we expect it to at least copy
`README.md` as an asset.

Note: Vite has support for copying assets from `public/` but that is
less flexible and more intended for apps, not libs.

fix(nx-plugin): allow create-package without e2eProject (#27572)
Current behavior:
`nx g create-package create-my-plugin --project my-plugin` fails because
`e2eProject` defaults to the root project.

Expected behavior:
`nx g create-package create-my-plugin --project my-plugin` succeeds.

fix(vite): load the correct config file from @nx/vite:test executor (#27514)
This PR ensures that we pass Vite config file to the programmatic
`startTest` API from Vitest. It fixes the issue with plugins not loading
as well as other issues with the config file not being used.

This mainly affects a custom `configFile` option being passed to the
executor. The previous fix to additionally load in `plugins` via
overrides is causing plugins to load twice when the Vite config file is
picked up by Vitest (e.g. #27500).

The `@nx/dependency-checks` rule sometimes doesn't apply all identified
fixes and wrongly succeeds. ESLint performs multiple passes to try to
apply fixes, and in each pass the rule receives the updated source code
with the previously applied fixes. This allows merging different fixes,
but the `@nx/dependency-checks` rule always reads the `package.json`
file from the filesystem, caches it globally, and mutates it. It never
uses the updated source code provided in the rule context.

Currently, the default for remotes is to server them as development.
Which means a separate node process for each remote that is inside the
workspace.

This does not scale well and can lead to out of memory exceptions.

When using version plans as a versioning strategy with `nx release`,
there is no way to enforce that version plan files are created when
changing files.

There is a new `nx release plan:check` subcommand, intended to be run in
CI (and/or potentially a git hook) which will return with exit code 1 if
touched projects are not represented in at least one version plan file
on disk.

What constitutes a touched file is shared with our `affected` logic in
other commands, with the additionally capability to be able to ignore
file patterns from consideration. This would be useful for not requiring
version plans when only documentation or spec files change, for example.

fix(webpack): include hash in asset filenames so they do not conflict (#27159)
Our assets are generated as flat assets in dist, which allows using
assets from workspace libs. This prevents users from having different
assets with the same filename (e.g. `foo/image.png` and
`bar/image.png`). This will error out in the dev server with conflicting
filenames.

We cannot use `[path][name]` because of assets that are outside of the
app folder (e.g. `../../libs/ui/src/assets/image.png`). Thus the best
option is to include hash.

Note: Also re-enabled the e2e tests for `react.test.ts` file since it is
now using Playwright instead of Cypress.

## Current Behavior
Assets with the same filename will error in dev-mode.

## Expected Behavior
Assets with the same filename works.

fix(bundling): explicitly set types for exports entries in package.json (#27152)
We currently rely on the TS behavior of matching `d.ts` files based on
the `.js` file names. e.g. `foo.js` matches `foo.d.ts`. However, it
isn't working for all tools so we should explicitly set it.

Most modern packages are still setting it even though it is not
technically needed. e.g.
[Nuxt](https://unpkg.com/browse/nuxt@3.12.4/package.json)

Note: If both ESM and CJS are present, then prefer `*.esm.d.ts` files
since the generated types are in ESM format.

Nx allows running atomized tasks (like `e2e-ci`) anywhere.

## Expected Behavior
Nx allows running atomized tasks (like `e2e-ci`) only in distributed
environments like Nx Agents or DTE. We'll leave that actual check to nx
cloud but in the default runner, we'll throw an error.
It's possible to escape from this with an env var.

Remotes that are served for a host are usually served from a single file
server running on a single port.
We perform some mapping logic during the build of the host application
to update the locations the remotes can be found at to point to the
single file server.

This works, but it's also wrong, as it breaks the flow that users
expect.
It also breaks dynamic remotes.

Continue to serve the remotes from a single file server, as this helps
reduce the amount of resources used on developers machines.
Use express to create proxy servers that will proxy requests from the
original remote location to the single file server.

This allows applications to continue to work without us having to
interfere and map any remote locations.
It also solves the issue with dynamic remotes.

fix(rollup): always generate package.json when using @nx/rollup:rollup (#26940)
Prior to Nx 19.4, the `@nx/rollup:rollup` executor generates
`package.json` outside of the actual Rollup build. Nx 19.4 changed this
to be a proper Rollup plugin in order to support inferred targets
better. This led to a slight regression, where projects that override
`plugins` array in their `rollup.config.js` file will also remove the
`generatePackageJson` plugin.

This PR brings the behavior back, so the `package.json` file is _always_
generated regardless of how the `plugins` array is customized.

feat(core): support compile to wasi target (#22870)
This pull request is trying to add wasm32-wasi target support for the
nx/native

To test the build, you can run the following commands:

- `rustup target add wasm32-wasip1-threads`
- `pnpm exec napi build --release --platform --package-json-path
packages/nx/package.json --manifest-path packages/nx/Cargo.toml --js
./native-bindings.js -o packages/nx/src/native --target
wasm32-wasip1-threads`

And the wasm file will be built at
packages/nx/src/native/nx.wasm32-wasi.wasm

Blocked by:

- Support @napi-rs/cli 3.0  Cammisuli/monodon#48
- https://github.com/napi-rs/napi-rs/issues/2009

The pseudo_terminal mod is excluded on the wasm32 targets, which is as
expected.

The watch mod is excluded because of the upstream `watchexec` deps
introduced by ignore-files don't support the wasi target at this moment
(but we can improve it).

## Current Behavior
Plugin isolation communicates with workers via built-in node IPC with
forked processes. When doing this, the parent process will not exit
until the child process has exited, in case more messages would be sent.
This requires an explicit call to shut down the plugin workers.

We set this up as a `process.on('exit')` listener, to shutdown the
workers whenever the main Nx process dies. This is "fine", but requires
explicit calls to `process.exit` as node won't exit on its own
otherwise.

## Expected Behavior
To allow plugin workers to clean themselves up on exit, but not require
explicit `process.exit` calls, we need to detach them from the main
process and call `unref`. This only works when IPC is not being used. As
such, we need a different way to communicate with the worker.

This PR updates the communication method to mirror the daemon, and
communicate over a socket. Additionally, this PR enables isolation
during the Nx repo's E2E tests.

feat(webpack): add convertConfigToWebpackPlugin (#26516)
This PR introduces functionality for users who currently use the
`withNx` and `withReact` plugins in their webpack configuration to
migrate to the `NxAppWebpackPlugin`.

The `nxUseLegacyPlugin` wraps the legacy style function so that it
continues to work with the standardized generated webpack config.
